Is it appropriate if I have to issue an inter-office memo to our employees on topic bordering on halitosis?

Ours is a predominantly male company and most of our employees have dragons' breath. It is really disgusting when you're talking to them and then showered with a rotting smell.Is it appropriate if I have to issue an inter-office memo to our employees on topic bordering on halitosis?I feel that would be quite inappropriate. You are going to either make people mad or they are going to be constantly preoccupied with how their breath smells. This is not a completely controllable thing. Maybe when you talk to them you should sit across at a table/desk... I understand why you would want to do this, but can't think of a way to appropriately say this. Unless they interact with the public and think it's a problem, maybe you could address it that way, even give a bulleted list of how to control it.

They'll all know who issued the memo and it will only get worse. Wear a mask like your dentist does and tell everyone you have an allergy.
