They want to use "cap and trade" to take money from developed countries to give to underdeveloped countries.
How it will work: The government will allow each company so many carbon credits. It won't be enough carbon credits to last them through the year. That means they have to purchase carbon credits from companies that don't use as many. Those companies are located in underdeveloped countries. Each yr our government will give companies fewer and fewer carbon credits so they will have to purchase more and more credits from underdeveloped countries.
This will make us poorer(companies will pass the extra cost on to us) and the underdeveloped countries richer(they'll be selling us air, not a product that cost anything to produce), creating what Kissinger calls "equilibrium."
You see, liberals think that in order for third-world countries to evolve, the western world must de-evolve.
