On a weekday, you can take the MARC Camden line directly from Washington Union Station to the Inner Harbor.

On weekends, when MARC doesn't run, it's a bit more complex. You'd have to take Amtrak to Baltimore Penn Station, and then take the Light Rail towards the Inner Harbor, and then walk a bit.How to travel from Washington DC to Baltimore's Inner Harbor on public transportation?
Take the MARC Camden Line from Union to Camden Yards in Baltimore. It's the last stop, you can't miss it.

Unfortunately though, MARC doesn't run on weekends which would be really convenient if you ask me. But if you are planning on going on a weekend, take the Amtrak from Union too Penn Station in Baltimore and then take the light rail from the station down to the Convention Center or Camden Yards. How to travel from Washington DC to Baltimore's Inner Harbor on public transportation?
