You do realize that Washington and Baltimore are two distinct cities. You can take a MARC or Amtrak train from Penn Station in Baltimore to Union Station in DC. From Union Station take a Red line Metro train to Metro Center. Switch to the Orange line (heading to Vienna/Fairfax) and take that to West Falls Church. Switch to the Washington Flyer express bus. That'll take you to Dulles.

The 5a bus is cheaper than the shuttle to West Falls Church.
In any case, once you get to the metro you can take the metro and MARC as suggested above.
But it would save you A LOT of time if you took a super shuttle straight to Baltimore.

The closest DC Metro station to the closest Baltimore light rail or subway station is at least 40 miles.
You can take a MARC train from DC to Balimore.
And if you're trying to get to Inner Harbor, why would you fly into Dulles. There are two airports closer. If it was to save a couple of bucks, you'll more than eat it up getting from Virginia to Baltimore.

Baltimore does not have the metro. The last metro stop is at least 30 miles or more from Baltimore. You should rent a car, because no public transportation except a taxi will get you there.
It would be something like 40 miles... at least. And Amtrak costs under $20 so it's not that bad an option if cost is an issue.
